The new service will be available sometime in the next few months and will be available only to viewers in the UK. You'll also need a broadband connection and you'll have to pay the same £139.50 annual license fee that you pay to watch television in the UK.
Critics have complained that it will be difficult for the BBC to make sure that viewers are actually paying their license fee, which means that television owners could wind up subsidizing free content for people who watch programs on their computers but do not own a TV. Right now there's not a huge number of people trading in their televisions for computers, but then there are aren't very many TV stations providing all of their content for free over the internet.

Why isn't this just included under the regular yearly fee instead of doubling the yearly fee? What's more, at least you're getting the other stations (BBC2, ITV, C4, and 5, plus Teletext) with your fee, not just BBC 1.

eh...its a decent Idea...i actually think if more nets did this as well, it is the next move...away from the modern view of "tv"...I'd do it...but then, I basically do it already. I don't own a tv anymore...just a sony base station, an LCD projector, and a large matte white wall. lol...trust me...it rocks.

I think you've misread (admittedly the article does have the usual slightly confused air that any non-UK writer has when writing about the TV License). If you're not already paying the TV license for whatever reason then you would have to pay the TV license in order to legally use this service. It's not an additional charge.
