In case you haven't heard, there is the possibility of a writers strike in early 2008, and TV networks have started to buy more and more scripts ahead of time just in case.
ABC has Section 8, which is described as being about "everyday people with exceptional neurological abilities recruited to work for a secret branch of a government agency" (again? *sigh*). NBC passed on the show because it was too much like another show they have about ordinary folks with powers (hmmm...The Biggest Loser?)
NBC does however have a show of their own, called Philanthropist, about a man with a ton of money who helps people. NBC chief Ben Silverman (pictured) describes the character as "James Bond meets Robin Hood." Other shows in development include Invisible, about a con who is given a second chance when he finds he can vanish; Truth In Advertising, an ad agency drama for TNT with Eric McCormack and Tom Cavanagh; and a new drama about transsexuals from Nip/Tuck's Ryan Murphy that doesn't have a title yet but will air on FX.
Here's some info about a possible writers strike.

Great ... I guess that means more game shows and reality TV.

I have been thinking the same for months Jim.
The networks don't want to pay the writers more, so just get rid of them and replace TV with reality BS.

It isn't just a potential writers' strike prompting the early pilot orders. The Screen Actors Guild's current contract runs out on July 31, 2008, and the feeling right now is that they're going to go out on strike. In fact, the SGA is trying to get the WGA to postphone a strike for a few months so they can get through this tv season. The proposal is that the SGA and the WGA would both walk out together, a one-two punch that would cripple Hollywood. But the WGA has more serious issues than the actors do, and have a lot more at stake, so they're lukewarm towards that idea at this point. I believe the Directors Guild is also thinking a strike next summer. So there may be three sho-biz strikes ahead.
