The music used in TV shows doesn't come cheap, or easily. According to this Wired article, a typical television show will use about 20 to 60 pieces of music, which may seem like a lot, but considering all those small musical cues and transitions you don't always pick up on, that's probably about right. One company, Pump Audio, is trying to get independent musicians in on this lucrative game by providing TV producers with a searchable hard drive of music. This cuts out all the phones calls and other assorted nonsense that typical goes along with securing rights to a song for use on TV. The money is then split between Pump Audio and the artists. I plan to compete against this company by hiring myself out as an organ player who sits in your living room and provides a musical background while your TV is on mute.
